The historic townhouses in Gloucester Place had been converted for a mixture of residential and commercial use. By 2000, the buildings were becoming dilapidated and Watts was appointed by the owners, the Portman Estate, to provide a 'one-stop' design, procurement and management service for the phased regeneration of the street.
Watts negotiated a planning strategy to balance the building use requirements of both the client and Westminster planners. A design manual was created so that design options and feasibilities were explored; and construction form and conditions were investigated. Watts also advised on design development and specification of works and negotiated a two-stage procurement of construction contracts and bulk-purchasing agreements.
