For a number of years, Watts worked with a government
department assisting in the re-structuring of their Facilities
Management arrangements. The existing specification of a central
London building was used as a base for appending two further buildings
for Facilities Management. Watts was requested
to write a performance specification for the Facilities Management
services, clarifying responsibilities on both sides.
Led by Watts, the specification was negotiated between
the Facilities Management contractor and the government department,
and was implemented as a contract amendment. Watts
recommended that periodic reviews be made of the efficacy of the
specification, and were subsequently invited to carry out these
reviews.
