The Church Commissioners' headquarters building at No.1 Millbank is a grade II* listed building designed by the Arts & Crafts architect William Carse. Watts was appointed to review the Commissioners' spatial requirements for No.1, at the same time that the Commissioners were negotiating the leasing of Millbank House and No.7 Little College Street to the House of Lords. A complete refurbishment was undertaken whilst retaining the existing historic fabric, including the panelled meeting rooms on the first floor.

Watts was appointed by the Church Commissioners as a multi-disciplinary group providing architecture, structural engineering, quantity surveying and planning supervisor services. Foremans acted as mechanical and electrical engineer consultants within the group.


The Church Commissioners moved to temporary office accommodation in December 1999 and returned to a completely refurbished No.1 Millbank, on programme during December 2001.
