Watts was requested to produce a multi-level Health and Safety matrix. The matrix is used to identify health and safety responsibilities in complex buildings or contractual arrangements across a governmental estate. It consists of four documents and provides a comprehensive summary of Health and Safety legislation and regulations as they relate to building management and construction. It then uses that base to further delineate where responsibility might lay, be it the managing agent, freeholder or a minor occupier.
Watts delivered the matrices with a checklist of identified responsibilities, so that they can be used to further identify gaps in contractual responsibilities, or management issues that will require resolution. In effect, the matrices provide a backbone for rigorous assessment of Health and Safety compliance and any necessary management actions arising from the audit.
