Watts' involvement with the Royal Parks Agency started in 1991 with a commission to advise on maintenance and works management. This included the implementation of a new maintenance management system. The relationship continued with a term commission to provide consultant advisor duties comprising a help desk, auditing and monitoring services and strategic support.
Watts' initial involvement entailed a senior member of staff to work full-time within the Royal Parks for a year. This was to enable a full analysis of their requirements before designing a completely new system that satisfied the aims of the Royal Parks, while at the same time complying with Government accounting and Treasury rules.
